This is a response to all 23 recommendations made in the report of the Senate Standing Committee on Employment, Education and Training (378.0072 AUS). That report gave particular attention to changes in the pattern of research activity across the higher education sector with the advent of the Unified National System; research and university infrastructure; concentration of university research effort in designated centres of excellence; links between higher education and industry; balance between different types of research and their funding; and efficiency and effectiveness of the Australian Research Council's processs and practices. In this statement, the Prime Minister outlines the federal government’s plan for employment and training for young Australians. At a national meeting held in July 1992 in Canberra of representatives from business, trade unions, governments, community groups and young Australians, three areas of common resolve emerged: the need for economic growth; the importance of vocational education and training; the imperative need to find solutions to the problems of those who are presently unemployed.

This statement sets out the federal government’s response to these critical issues in the light of discussions at the National Meeting. It announces a package of measures whose key features are: an offer to all long-term unemployed young people of a six-month vocational training course, giving employers a subsidy to employ a young person; the creation of a new Career Start Traineeship to target early school leavers; an expansion of Skillshare and JOBTRAIN; a new Landcare and Environment Action Program; increased subsidies for additional current traineeships; a further 12,000 pre-vocational TAFE places in 1993; increased funds to underpin the development of the new entry level training arrangements for the Australian Vocational Certificate; increased funds for places in Carmichael pilot projects and the new Career Start Traineeships. The Youth Pathways Action Plan (YPAP) Taskforce was established by the Prime Minister in September 1999. Its purpose was to propose more effective strategies for supporting young people and their families during the transition from school to independent adult life. The Taskforce was commissioned to outline the scope and direction of an action plan to improve outcomes for all young people in Australia. Through a process involving public consultations with a range of stakeholders, surveys of young people and parents, written submissions from the public and specially commissioned research studies, a Youth Pathways Action Plan was developed. The findings and recommendations reflect six underpinning and interconnected principles: a national commitment to all young people; education and training as the foundation for effective transitions; career and transition support; focused local partnerships; changing the ways we support young people; and, responding to diversity. Based on the findings of its research, the Taskforce makes 24 recommendations to government. This appendix contains reports of research undertaken for the YPAP Taskforce. 'Half way to equal', the report of the inquiry into equal opportunity and equal status for women in Australia by the House of Representatives Standing Committee on Legal and Constitutional Affairs (indexed at TD/ERD 87.15), examined the progress made in advancing equal opportunity and equal status for women in Australia as detailed in the National Agenda for Women. It reviewed the extent to which the objectives of the Sex Discrimination Act of 1984 have been met, and made recommendations to further equality for women. The areas of paid and unpaid work, employment opportunity, income security, leisure and sport, recognition, education and training, women with particular needs (e.g. Aboriginal women, women with disabilities), and legislation were discussed. This response from the Commonwealth Government consists of responses to the recommendations made in the report. Overall, 75 recommendations were supported, 40 supported in principle, three supported in part, 12 are still under examination, and six are not supported. The thrust of the report and the vast majority of its recommendations have the Government's support. Show less
